Jeffrey's Dictionary has the meaning as "a wise man keeps some of his talents in reserve; one shouldn't show off; the person who knows most often says least". In Even Monkeys Fall from Trees: The Wit and Wisdom of Japanese Proverbs (Vol 1)
by David Galef the author translates this as "A clever hawk hides its claws" and equates it with the saying "He who knows most speaks least".
